Tips on using Submittable:

  • You can save a draft of your work if you would like to finish filling out the form at a later date. There is an autosave feature, but you can also manually save your draft by clicking the button at the bottom of the form.
  • Submittable works best on Google Chrome, Firefox, and Safari. Internet Explorer is not supported. Please make sure you are using a supported browser.
  • We will follow up with you about your submission by email. Please be sure to safelist notification emails from Submittable and check the email you used to sign up for your Submittable Account regularly.

The State Library of North Carolina is excited to announce Libraries Strengthening Connections, a special grant opportunity for public and tribal libraries. These funds will help libraries to support and increase digital literacy skills, internet access, and provide access to digital devices. 

This program invites applications that will allow libraries to improve library operations through technology that support efforts for North Carolina residents to successfully identify, navigate and interact with digital technology. Funding is available for programs designed to increase access to affordable, reliable high-speed internet service and digital devices, promote adoption and meaningful use, and improve digital literacy skills for all.

Funding will support a digital program or service that meets a specific need. Eligible applications will support a program or service in which library staff can transfer knowledge and skills learned to real digital problems where:

  • Residents can acquire digital and information gathering skills and understanding to meet their personal needs and the state’s workforce needs;
  • Promote practices that leverage tools to ensure online privacy and security; or
  • Residents have access to digital devices and resources to meet their needs

UEI/EIN - Organization Identifier Questions?

To find your organization, please enter your EIN,UEI, or your legal organization name (or part of) in the "Organization Identifier" field.  

  • Public libraries that are apart of local government should use their governmental organization, (ie. "Town of Chapel Hill" or "Catawba County")


In order to be eligible to join NC Cardinal, you must:

  1. be a public library; and
  2. meet the requirements to qualify for grants from the Aid to Public Libraries Fund

NC Cardinal Migration Grant applicants must agree to:

  • Participate in the NC Cardinal consortium and share catalog and patron information; 
  • Participate in NC Cardinal consortium decision making and agree to implement consortium decisions;
  • Provide in-person services to all patrons of NC Cardinal libraries in the same manner as to their own patrons; 
  • Allow the use of the library name in NC Cardinal official documents and informational sites; and
  • Sign the NC Cardinal Memorandum of Agreement.

The NC Cardinal Migration Grant Application is due November 1, 2025 by 11:59 pm.

Project Grants have a two-step process requiring:

  1. A Letter of Intent (LOI) Application, and; 
  2. A full application after the LOI is approved.  

These grants are for more complex projects that may be single or multi-year and are funded at a higher level than EZ Grants.  The minimum that may be requested for Project Grants is $50,000 per year; the maximum is $100,000 for single year projects and $150,000 per year for multi-year projects.

Eligible libraries may submit up to a combination of three EZ and/or Project grant applications per year.

The Project Grant Letter of Intent is due on November 1, 2025 by 11:59 pm.

Letter of Intent applicants will by notified on December 8, 2025 and given further instructions regarding the full application.

The full Project Grant application is due on March 1, 2026 by 11:59 pm.
